Groups of malcontent Barbary apes are reclaiming the rock. Guerilla tactics have spurred the authorities to threaten a cull if this wild ape action does not abate. Apes have been reclaiming luxury balcony space, prowling the streets, and stealing food.

Fearing an excalation to more militant methods the authorities are to nip further autonomous action in the bud. A delicate balance has to be drawn between the needs of the residents and the demands of the highly profitable tourist industry. There is growing concern that extreme repression may drive the apes from the rock, a harbinger of British withdrwal.
